Ms. Josephine Brown: Office Associate

Ms. Josephine Brown has been employed in the public school system for twenty five years.  Twenty years of that time she served in the Norfolk Public School system where she was employed as a Teacher Assistant and Office Assistant.  Five years later, she arrived at Bettie F. Williams Elementary School in Virginia Beach, VA where she was part of the Year Round School Program. In June 2007, after five years at BFW, she relocated to the Technical and Career Education Center.

Mrs. Gloria Booker Scott: Administrative Associate

Mrs. Gloria Booker Scott has held the administrative associate position at the Tech Center for 22 years. Prior to coming to the Tech Center, she worked three years in the Virginia Beach City Public School System's office of Human Resources. Mrs. Scott received an A.A.S. Degree in Secretarial Science before joining the Tech Center Staff. She earned both a B.S. Degree in Interdisciplinary Studies and a M.A. Degree in Communication while helping to insure that business in The Tech Center's front office was efficiently managed. Mrs. Scott says the thing she enjoys most about working at the Tech Center is "...knowing our students are here because they choose to be here. They work hard; and when they complete their Tech Center programs, our mission of preparing them for quality employment and lifelong learning has been accomplished because of the outstanding work and dedication of our first-rate teachers and support staff. If our students choose to work in their respected fields, they are ready do so; if they prefer to enter an institution of higher education, they are ready to do that as well." Mrs. Scott thinks the Tech Center is awesome.

Mrs. Edna Newmiller: Office Associate

Mrs. Edna M. Newmiller has been one of the secretaries at the Tech Center for 3 years. She has worked in the Virginia Beach School System for 16 years. Prior to working at the Tech Center, she has worked at Kempsville High School and Virginia Beach Central Academy as a teacher assistant in Vocational Evaluation. She has been involved in working with At Risk Teenagers at the Non-Violent Crisis Intervention Program, Virginia Beach Center Academy, and the Adult Learning Center in the English as a Second Language program and Adult Basic Education Department. She enjoys working with the students and the staff here at the Tech Center.

Mr. David Powell: Security Assistant

Mr. Powell is the Tech Center’s Security Assistant and Transportation Coordinator.  Beginning a second career as a Substitute Teacher in 2004, Mr. Powell has long term instructional experiences at The Tech Center, First Colonial and Princess Anne High School primarily in the areas of Math, Tech Ed and Social Studies.  Mr. Powell is a retired Electrical Engineer with over twenty seven years of professional work experience.  He is formally a civilian employee with the Department of The Navy, Supervisor of Shipbuilding, Newport News Shipbuilding - Northrop Grumman.  Mr. Powell earned his Masters Degree in Electrical Engineering from Old Dominion University, Norfolk Virginia. He also holds a BS for undergrad work at Virginia Tech and Associate of Science from Tidewater Community College in the field of Electrical & Electronics. His profession credentials include licensure as a Professional Engineer (PE) & Master Electrician in the Commonwealth of Virginia.  At the Tech Center since 2007, Mr. Powell ensures a learning environment that is both productive and safe for our students and staff by maintaining the security of the building and grounds.  Also serving as the schools transportation coordinator, Mr. Powell maintains the Tech Center’s fleet of service vehicles, oversees the student’s school bus transportation needs, organizes field trips and enforces the parking lot regulations
